Answer: Any steel reinforcement would likely be deemed essential, as spalling will worsen if left untreated.
My suggestion would be that an engineer’s report would need to state that some items are essential to be resolved and other items would be deemed non-critical and/or aesthetic and/or requiring monitoring to avoid needing to do them in the first instance. From experience, revisiting scopes multiple times will result in owners paying twice. The establishment/access/make good and other costs are incurred twice with CPI also causing construction costs to inflate faster than the capital works fund, not to mention that the condition worsens as time goes by.
