If a developer has 4 unsold apartments, can he use 4 proxy votes? If the apartments are owned by a company, what happens?

If the developer is an owner of a lot, they can appoint a proxy. If a lot is owned by a corporation, the corporation may authorise any individual on the corporation's behalf. This might be the developer.
