What’s the difference between strata titles, survey-strata and community titles?
Strata titles, under the Strata Titles Act 1985, are the standard and most common form of strata property in WA. A built strata plan defines lots by reference to a building: the floors, walls and ceilings of each unit.
Survey-strata is also governed by the Strata Titles Act 1985, but a survey-strata plan defines lots by land boundaries instead, more like a standard subdivision. It’s commonly used to create two or more lots from a block that previously held a single home.
Community titles, introduced by the Community Titles Act 2018 and in operation since 30 June 2021, are a separate, newer system. They allow a single parcel of land to be subdivided into up to three tiers of schemes, each with its own community corporation, rather than a single strata company.
Leasehold strata is a further variant, where lot owners hold a strata lease for a fixed term of 20 to 99 years.
If you’re not sure which applies to you, check your plan, available from Landgate, or ask your strata manager.
WA Strata: What's Happening Right Now
Is WA's strata law under review?
Yes. The State Government is conducting a five-year statutory review of the Strata Titles Act 1985, led by Landgate. The first round of consultation, which identified issues in strata living, ran in October 2024. The second round opened in October 2026 and closes on 26 November 2026. It seeks feedback on 22 proposed reform topics covering transparency, accountability and flexibility in strata schemes. The feedback will inform the review’s final report to the Minister and, ultimately, Parliament.
Are there changes coming for strata managers?
Yes. New regulations introduced in October 2025 set the Certificate IV in Strata Community Management as the minimum qualification for WA strata managers, with a two-year transition period to meet it. Managers who already hold a recognised qualification may be exempt, and volunteer strata managers don’t need one. Strata manager practice and standards are also one of the three themes of the five-year review of the Strata Titles Act.
