The council chairperson is elected at the first council meeting.
Unless there is a specific bylaw for your property saying otherwise, the council chairperson is elected at the first council meeting.
As per the standard Schedule 1 – Governance By-Laws.

- The members of a council must, at the first meeting of the council after they assume office as such members, appoint a chairperson, a secretary and a treasurer of the council.
