We are a 78 lot scheme under the Standard Format Plan and the Accommodation Module and in the Brisbane City Council (BCC) area. Most of our lots are owner-occupied. Owners who rent their lots have requested permission for short-stay and holiday letting. Under BCC regulations, landlords are required to obtain a permit for short-term letting.
Master Key System - Who Should Have Access to all Apartments?
We believe that the Building Manager has been giving the master key to tradies so that they can access unattended units to carry out work. Recently, during pest control at the building, a number of lot owners came home to find unsupervised works in their apartment, that someone has been in the apartment or were in the apartment when a pest controller walked in. In all cases, no notice of the work or request to access the lot had been provided.
Dealing With the Noisy Residents In The Apartment Above
My upstairs neighbours have noisy floorboards without acoustic underlay. The previous owners installed the flooring. The new owners are a family who make more noise and have loud children. Each year, a motion is on the AGM agenda but is always declined by the majority. What is the legal situation?

A waterproof membrane applied over tiles on the common property steps and walkway to our apartment entrance has deteriorated, cracked and lifted, and now poses a safety risk. We have reported three slip incidents to the owners corporation manager and raised the matter at committee meetings. Despite this, the committee has not agreed to remediation works.
When Your Strata Insurance Claim Isn't Being Honoured
A lot owner in our building looks after the ground for free. To save costs, can we pay this person to paint the building? It would save the body corporate thousands of dollars. We are confident in their quality of workmanship.
Our treasurer is concerns about the insurance implications if we pay for work. Can work can be done voluntarily around the units? Are there different rules if we pay the lot owner for the work?
