One of the non-resident owners in our strata scheme is a strata manager. Are they required to declare this to the committee? Is this a conflict of interest?

A declaration is not required if they’re not the building’s strata manager or on the committee.

No, because from what you state, they are not appointed as the strata manager for your building, and they do not appear to be a member of the strata committee.
