Who is liable for cleaning common area carpets if staining is attributed to one particular apartment? Could cleaning costs be covered by strata insurance?

Is there a deadline for a committee to approve renovations?
We want to renovate our bathroom, which involves removing a breeze block wall to enlarge the space. We had the wall scanned and confirmed it isn't load-bearing, and had architect drawings prepared before submitting our request to strata management. Strata management said they would pass the drawings on to the committee for review. Nearly two months on, we've had no response. When we checked with committee members directly, they told us they hadn't seen anything. What can we do?

A proxy was presented at our last AGM. The owner and tenant are related, with the same surname and similar first names, for example, owner "Robin" and tenant "Robyn". The proxy was correctly filled in on all details except for the signature. Instead of "Robin Surname," the signature simply said "Rob."
